United Kingdom: record fine imposed for breach of Russia sanctions

In May 2025, UK authorities imposed the largest financial penalty ever issued under the United Kingdom’s sanctions regime targeting Russia. A UK-based exporter was fined £1,160,725.67 for unlawfully making goods available to Russia in breach of the sanctions regulations introduced in 2019.

This case reflects the United Kingdom’s increasingly robust enforcement approach since 2022. In coordination with international partners, the UK has implemented one of the most stringent sanctions frameworks aimed at restricting Russia’s access to economic, industrial and technological resources that could support its military activities.

Authorities emphasized that sanctions violations may result in substantial financial penalties and, in serious cases, criminal prosecution. The decision highlights the growing scrutiny applied to export supply chains, including situations involving indirect diversion of goods to Russia through intermediary countries or entities.

For internationally active companies, this enforcement action underscores the importance of strengthening export compliance frameworks. Monitoring licensing requirements, tracking cross-border transfers of goods, software and technology, and implementing effective screening and due diligence processes are now essential. UK authorities also reiterate that voluntary disclosure may be considered as a mitigating factor in the event of a breach.
